I don't know why. The taming process just never starts. With any other dino I tamed the progress started as soon as they ate something. Shoot your tranq arrow before the animation pulls it all the way back. The narcotic always has the same effect, but the arrow's damage is lower. Also try not to hit the head (triple damage there) Lastly, don't shoot a second arrow if the first doesn't seem to take effect.
