They tame off of the XP given by a dino when killed. For instance if you sacrificed low lvl gigas (like I did) they will tame instantly. The best bet for taming them if you dont want to sacrifice gigas are spinos, they are the third dino on the list that give the most xp when killed by the troodons.

Rexes do not give enough xp unless you have a really high level bred/mutated rex. I think the minimum level that would tame a troodon would be lvl 337. Spinos are a good option. If you hatch a lvl 164 or higher spino and get the trodon to kill the baby it should tame on one SPino.
