Steve's nuubers are right. You need to make sure you torque the nuts properly for two big reasons: 1) The bolt is designed to stretch a certain amount in order to keep the right amount of clamp load. If you don't have enough stretch the joint will not remain tight. If you put too much stretch in the bolt it may break in half.
