There are a few different rules for Rummikub, unfortunately. I have seen rules where you need THREE tiles to use a joker: One to replace it, and two to use it with. All the newer rules, though, are moving to basically be that the table must have only sets of 3 or more tiles and they are all valid sets. (The official apps also use these new rules.)
