I'm not sure the Thalmor assassins ..., Kematu claims to be trying to bring Saadia home with him to face justice, but if you turn Saadia over he actually simply murders her, and her body appears in the Whiterun Hall of the Dead. In the second game (that is, as Deflorator), I was really unsure as to whom to believe. Too bad the quest writer has left his work unfinished – you talk to Saadia ... , Kematu's story makes more sense but it's just his words, he doesn't provide any further information about who he is working for or the group he represents. I believe Saadia is correct about Kematu's group being mercenaries because the prisoner you find in Dragonsreach dungeon reveals some shady information about Kematu.
